Please familiarise yourself with these terms and conditions to avoid parking infringements that could result in penalties or damage our close relationships with the local community.

Parking at ºÚÁÏÕýÄÜÁ¿

Parking at ºÚÁÏÕýÄÜÁ¿ is limited and arrangements vary by campus. The University is proud to be recognised as a sustainable institution, and we actively encourage students, staff and visitors to travel to our campuses using public transport wherever possible.

Our Locksbrook Campus, Sion Hill, Oldfield Park Theatre Workshops and ºÚÁÏÕýÄÜÁ¿ London teaching sites have no designated student parking. There is limited student parking at our Newton Park campus.

We expect you not to bring a car while you are at university and that you will use public transport, cycle or walk to our campuses. We have worked with First Bus to improve the coverage of bus routes in the city so we anticipate the majority of students living in Bath can use public transport to travel to campus.

°Õ³ó±ð U3 bus service runs directly from the University into Bath City Centre and both the U4 and U5 provide transport between Newton Park and other areas of the city. Sion Hill campus is accessible by the 700 bus, which you cafn catch from Bath bus station (next to the train station). You can also use the Lansdown Park and Ride, alighting at Sion Road.

You can find more information on our Getting Around page.

Students, staff and visitors should not park in residential areas adjacent to our campuses, particularly in postcodes BA1 and BA2, near Newton Park or Locksbrook Campus. Overflow parking is available at our convenient off-site Park and Ride location at the BSU sportsground on Lower Bristol Road.

Please be aware there is no parking at Charlton Court, Waterside Court or Twerton Mill. You cannot apply for a permit if you live on these accommodation sites. There is also very limited Blue Badge parking at these Halls of Residence.

We understand that there will be some students that may need to use private transport. If you are in this position, you can apply for an Exceptional Circumstances Permit (ECP).

You may be eligible for an ECP, as a reasonable adjustment, if you have disability-related needs (including mental health conditions) that means travelling on public transport is not possible, health or medical conditions that require frequent travel, or caring responsibilities.

Commuting students can also apply if the journey on public transport takes longer than 60 minutes (as calculated using the WEST ).

If you think that you may be eligible for an ECP, you can apply .

You will be required to provide a written explanation of why a permit is needed and provide supporting documentation from a GP, therapist or another medical professional.

If you are disabled and have explicit requirements re. travelling to and from Newton Park campus please provide supporting documentation preferably from a GP, medical professional or therapist confirming the reasons for struggling with public transport and/or why an Exceptional Parking permit is necessary as a reasonable adjustment.

For caring responsibilities:

Please provide supporting documentation that is dated in the current calendar year which can be one of the following: Carer’s Allowance award letter, Letter from a GP, health professional, carers organisation, teacher or counsellor, confirming the details of the person who receives the care and the name of the student/YAC who provides the care.

Or evidence from this calendar year that the person you care for has:

  • Attendance allowance
  • Council tax reduction
  • Housing Benefit including a disability premium
  • Disability Living Allowance
  • Employment and Support Allowance
  • Personal Independence Payment (PIP)
  • Universal Credit

In addition to the above: Can you briefly tell us in a few words what your care arrangements are? Who do you care for? What is the nature of the care that you provide (e.g drive them to appointments/ provide emotional support on the phone)? Roughly how many hours per week do you provide this care?

Applications are reviewed by a panel with relevant expertise consisting of Student Wellbeing and Facilities and Services, to ensure decisions are fair and consistent with policy.

You can apply for a permit as part of the registration process, or via the AppHub using the links in 'Registration' once your term time address has been confirmed. Staff should use the .

Lump sum ECP permit: £90 per academic year.

Validation ECP permit: £10 per academic year, followed by £1 each time on campus.

Students with a Blue Badge will need to register for an Exempt Permit. This will allow parking in designated disabled parking spaces free of charge. To apply for an Exempt Permit, please email Transport@bathspa.ac.uk

All visitors must purchase and display a valid Pay and Display ticket when parking on our campuses or register for a Visitors permit with a member of the reception team at the BSU teaching site you are visiting.

Limited parking is free at Newton Park on Open Days and over Registration Weekend.

Our parking regulations are in force 24 hours per day, 365 days a year. Any breach of these conditions will result in the vehicle driver or owner of the vehicle being issued with a Parking Charge Notice and may result in the Vehicle Parking Permit being withdrawn immediately, if necessary, by the University.

A Parking Notice Charge of £70 can be issued by the car park management contractor acting on behalf of the University. This will be reduced to £35 if paid within 14 days of the Parking Notice Charge being issued.

ANPR technology is in use for the purpose of parking enforcement at Newton Park. This enables the University to monitor car park compliance.

All vehicles entering Newton Park campus will have timed photographs from cameras at the entrance and exit of the campus which capture the registration number and provide an accurate recording of the length of time a vehicle has been on the grounds.  If you are visiting one of our teaching sites, please see our Visitors Parking section.

Parking enforcement is carried out by  on behalf of ºÚÁÏÕýÄÜÁ¿. First Parking issue Parking Charge Notices for all parking contraventions.   Before you pay or appeal you will need:

  • Your vehicle registration number
  • Your parking charge notice number.

In the interests of safety and to allow free movement of vehicles within the car parks and access to buildings, vehicle owners must park only in authorised areas and the regulations identified in this document must be abided by at all times.

Alternative modes of transport to the University Campuses are encouraged. The U3 bus service runs directly into Bath City Centre and both the U4 and U5 provide transport to other areas of the city. You can find more information on our 'Getting Around' page.

Students can apply for a permit as part of the registration process, or via the AppHub using the links in 'Registration' once their term time address has been confirmed. Staff should use the .

We don’t provide a car parking space for all potential users and having a permit does not guarantee you to a parking space.

Parking Terms and Conditions are in force 24 hours per day, 365 days a year. Any breach of these conditions will result in the vehicle driver or owner of the vehicle being issued with a Parking Charge Notice and may result in the Vehicle Parking Permit being withdrawn immediately, if necessary, by the University.

An immediate ban from parking on site for the remainder of the academic year will be received by any permit holder found parked in a space designated for those with disabilities, on the zig-zag lines approaching zebra crossings, on zebra crossings, in bus stops, clearly marked loading bays, or the main road such that vehicular and pedestrian access is restricted.

Failure to abide by these Terms and Conditions for motor vehicle parking may result in the withdrawal of the Motor Vehicle Parking Permit. Not displaying a valid University Motor Vehicle Parking Permit may also result in the suspension or withdrawal of parking privileges.

ANPR technology is active for the purpose of parking enforcement at Newton Park. This enables the University to monitor car park compliance.

All vehicles entering Newton Park will now have timed photographs from cameras at the entrance and exit of the campus which will provide an accurate recording of how long a vehicle has been on the grounds via the vehicle registration number. All visitors must therefore purchase and display a valid Pay and Display ticket when parking on campus.

Enforcement is carried out by  on behalf of ºÚÁÏÕýÄÜÁ¿. First Parking will therefore issue Parking Charge Notices for all parking contraventions.

You should have a valid permit, however, should you wish to use this facility without a parking permit, please email transport@bathspa.ac.uk.

1.1 The University allows the Permit Holder to access and use the Campuses and Car Parks in accordance with these Terms and Conditions, in return, the Permit Holder must abide by and perform the obligations under the Conditions and indemnify the University for any damage that the Permit Holder causes while in the Car Park.

1.2 The decision of the University to permit anyone to enter any Campus is final. In the case of Corsham Court, only Staff are permitted to park on campus (subject to these Terms and Conditions).

1.3 The Newton Park Campus is shown on Plan 1, Sion Hill Campus is shown on Plan 2 and Corsham Court is shown on Plan 3.

1.4 Vehicles must only be parked in designated parking spaces as shown in the Terms and Conditions Plans (see link below) or as otherwise clearly signed by the University, the only exception being Liveried ºÚÁÏÕýÄÜÁ¿ Vehicles in the exceptional circumstances set out in 6.1 below.

1.5 Motorcycles and scooters should be parked in designated motorcycle parking areas. They must not be parked on footpaths or other pedestrian areas unless otherwise agreed by the University.

1.6 If a driver has any doubt whether the location they propose to park is permitted, they should not park there until they have checked with Security or the attached plans to ascertain whether it is a valid parking space. A driver observing that another vehicle has been parked in a location, and has not received a PCN, should never assume parking in that location is acceptable.

1.7 Unless otherwise authorised by the University, all motor vehicles (with the exception of motorcycles/scooters and Liveried University vehicles) parked or loading/unloading on the Campuses must display a valid ºÚÁÏÕýÄÜÁ¿ Parking Permit, which can be a:

1.8 Motorcycles and scooters owners are required to apply for a valid permit so they are registered with the University; however it is not a requirement that permits are displayed on motorcycles or scooters.

1.9 A Validation Ticket is valid for any campus on the day of purchase if supported by an official Validation Permit (see paragraph 1.8 above). Validation Tickets can also be purchased through the JustPark App. For the avoidance of doubt, a Validation Ticket on its own (i.e. without a Validation Permit) does not constitute a valid permit allowing users to park on the campus.

1.10 A Corsham Court Validation Parking Permit is accepted at all sites where Pay and Display is in operation (Newton Park, Sion Hill, Corsham Court and Locksbrook Road). The parking area at Corsham Court in which these permits can be used is located behind the post office, where parking restrictions are enforced by Wiltshire County Council. Please be aware that a Corsham Court Validation Parking Permit must be accompanied by a Validation Ticket, which can be purchased from the pay and display machines in the car park. No other Validation Parking Permit (Student or Staff) will be accepted at Corsham Court.

1.11 Staff Permits are valid for use at any Campus (i.e. a Permit issued to Newton Park Staff is valid for use at Sion Hill, Corsham Court and Locksbrook Road, and vice versa).

1.12 Permits are paperless and will be monitored by our Automatic Number Plate Recognition (ANPR) system. Permit applications take 24 hours to activate on the ANPR system. For the avoidance of doubt, it is the driver's responsibility to ensure the permit is active – it is not the University's or the Parking Enforcement Officer's responsibility to check if a vehicle permit has been issued.

1.13 Students that live in University managed accommodation are not permitted to park or bring vehicles onto the Campuses at any time, unless they have been approved for a Disability Parking Permit / Special Circumstance.

1.14 Students that live in University postcode restricted areas (BA1-1, BA1-2, BA1-3, BA2-3 and BA2-9) are not permitted to park or bring vehicles onto the Campuses at any time unless they are a Disability Parking Permit holder, or the University has agreed to provide a Student Parking Permit due to exceptional circumstances.

1.15 Persons wishing to park a non-University liveried vehicle overnight must ensure the car has a valid permit, notify Security (contact details: Tel: 01225 875555 email: bathspasecurity@bathspa.ac.uk) in writing or by email (giving a reasonable notice period and ensuring that confirmation of receipt by Security is obtained prior to the overnight parking), and provide vehicles details, including registration number, make, model, and colour of the vehicle. They must follow any instructions given by Security regarding where the vehicle should or should not be left.

1.16 The University does not guarantee access to individual bays nor does a permit guarantee the holder a parking space on campus. Parking on the Campuses is done so entirely at the owner's risk, the University accepts no responsibility for any theft of vehicles, or any loss from, or damage to vehicles parked on the Campuses. The University is not liable for personal injury or death other than that resulting out of the University’s negligence.

1.17 Persons parking on Campuses are requested to respect other drivers, adhere to signage, and park in designated bays while on Campuses.

1.18 The University may:

  • reserve Bays for specific visitors by the use of name boards and when Bays are reserved, those Bays shall only be used by the named visitor while the board is displayed
  • reserve Bays for parking associated with special events
  • temporarily close Bays for works etc. through the use of appropriate signage
  • Temporarily permit parking in areas where it is not normally permitted through the use of appropriate signage.

All students eligible to park on University Campuses need to obtain a valid permit. Students are those who are attending the University (any campus) on a course of study.

2.1.1 A student parking permit will be valid at the Newton Park and Sion Hill campuses.

2.1.2 To park at Newton Park and Sion Hill, Corsham Court students will require an appropriate permit and will be subject to the same restrictions as Newton Park and Sion Hill students.

2.1.3 Unless prior written authorisation is obtained from the University, eligible students are only permitted to park in General Parking Bays or, in the case of Disability Parking Permit holders, in either General Parking Bays or Disability Bays.

2.1.4 Car Share permits are available for Students who have elected to change their travel habits and start sharing their car journey to the University with other ºÚÁÏÕýÄÜÁ¿ permit holders and can be applied for by emailing transport@bathspa.ac.uk.

3.1.1 All University Staff are required to obtain a valid Staff Permit.

3.1.2 Unless prior written authorisation is obtained from the University, Staff are only permitted to park in General Parking Bays or, in the case of Disability Parking Permit holders, in either General Parking Bays or Disability Bays, or car sharing bays (for those with Staff Car Share Parking Permits.

3.1.3 A group of between 2 to 4 drivers may purchase a Staff Car Sharing Parking Permit with each member of the group paying a reduced fee of 0.2% for their permit. The permit will be displayed in the car driven to campus. Staff applying for a car share parking permit must provide the home postcodes for each member of the car share group.

3.1.4 Only one car from the registered car sharing group may park on campus using the Car Share Permit at any one time. Members of the car share group are expected to share at least 50% of their journeys each week. The University’s Automatic Number Plate Recognition (ANPR) system will be used to monitor the car sharing system, and any group not using the Staff Car Share Parking Permit in the spirit in which it is intended will have the permit removed.

3.1.5 Cars displaying a Staff Car Share Parking Permit can park in preferential car share bays only when car sharing (see Parking Bay Definitions below), General Parking Bays or, in the case of Disability Parking Permit holders, in Disability Bays.

Electric charging bays are reserved for the charging of electric vehicles. These bays are clearly defined by signs and will be enforced by security.

Charging points are provided for the purpose of destination ‘top-up’ charging for University employees and should not be relied upon as the primary charging source. Due to the number of chargers available, the University offers no guarantee of a charging point being available at any time for EV or PHEV drivers. Drivers of EV vehicles are therefore reminded that they should not leave a vehicle to charge all day.

Visitors need to purchase and display a valid Pay and Display ticket. Visitors with a pre-provided Authorised Visitor Parking Permit should not need to obtain a Pay and Display ticket. The campus is monitored by Automatic Number Plate Recognition (ANPR) technology, failure to have a valid Pay and Display ticket or pre-provided visitor permit will result in a Parking Charge Notice.

4.2 Visitors to Sion Hill or Locksbrook are required to obtain a valid Visitor Parking Permit, which will be pre-issued by the University. Visitors without a Visitor Parking Permit purchase a Pay and Display Ticket.

4.3 It is the responsibility of the ºÚÁÏÕýÄÜÁ¿ Staff hosting visitors to ensure the visitors are made aware of the University’s Parking Terms and Conditions, in particular the need to park in appropriate parking bays. Hosting Staff are also responsible for providing their visitor with an Authorised Visitor Permit, or ensure they are made aware of the need to display a valid Pay and Display Ticket. The University will not waiver Parking Charge Notices given to visitors for not registering their vehicle details or for not parking in accordance with these terms and conditions.

4.4 Unless prior written authorisation is obtained from the University, visitors are only permitted to park in:

Bays reserved for their visit
General Parking Bays
Disability Bays in the case of valid Blue Badge holders (in which the Blue Badge must be displayed in addition to the Visitor Parking Permit). Blue badge parking is free of charge but it's important to register your vehicle details. You can contact the Transport team on transport@bathspa.ac.uk for further details.

5.1 Contractors are deemed as persons paid to work at the Campus by a third party or are delivering or collecting goods from the University, and are not directly employed by the University. Contractors are required to comply with the Contractors Rules and Regulations in force at the time of their visit, details of which will be provided by the University when appointing any contractor.

5.2 All contractors’ vehicles are required to display either:

  • A Contractor Parking Permit
  • A Contractor Validation Parking Permit with a Validation Ticket
  • A valid Pay and Display Ticket

6.1 ºÚÁÏÕýÄÜÁ¿ Liveried Vehicles are required to comply with the University’s Code of Conduct for Liveried Vehicles. This allows for the parking of Liveried Vehicles outside of marked bays, but only for the purpose of carrying out University duties that genuinely require the vehicle to be parked close to a place of work, and only when a Liveried Vehicle Bay or General Parking Bay is not available within a reasonable distance of the place of work.

7.1 Staff who have not obtained a Blue Badge, but who consider they have mobility issues (either permanent or temporary) that require them to park close to the place they work can apply to the University for a Disability Permit. The University will consider such applications and may issue a ºÚÁÏÕýÄÜÁ¿ Disability Parking Permit if it considers it to be necessary.

7.2 Although Blue Badge holders are automatically eligible for a Staff Disability Parking Permit, the University still requires their details to be registered on the system; therefore, the application process must be completed.

7.3 Unless otherwise authorised, ºÚÁÏÕýÄÜÁ¿ Disability Parking Permit holders and Blue Badge holders disability permit are only permitted to park in General Parking Bays or Disability Parking Bays.

8.1 Loading Bays not designated for ºÚÁÏÕýÄÜÁ¿ Liveried Vehicles can also be used by those with a Temporary Loading Permit (in addition to a valid ºÚÁÏÕýÄÜÁ¿ Parking Permit), which at Newton Park will either be issued by Main House reception or by the Department responsible for the loading bay as indicated by signage. At Sion Hill these will either be issued by reception or by the Department responsible for the loading bay as indicated by signage.

9.1 Plan 1 provides an overview of parking bays on the Newton Park Campus and Parking Plans 4 to 8 show the location and type of all parking bays on the Newton Park Campus from March 2019.

9.2 Plan 2 provides an overview of parking bays on the Sion Hill Campus and Parking Plans 9 to 10 show the location and type of all parking bays on the Sion Hill Campus.

9.3 Plan 3 provides an overview of parking areas at the Corsham Court campus.

9.4 Each type of parking bay and the nature of its use is defined below:

  • General Parking Bays - Bays in which anyone displaying a valid ºÚÁÏÕýÄÜÁ¿ parking permit may park.
  • General Staff Parking Bays – Bays in which only staff are entitled to park (applies to Corsham Court only)
  • Disability Bays - Bays in which anyone displaying a Blue Badge and/or Disability Permit may park. These bays are clearly defined by appropriate road markings and/or signage.
  • ºÚÁÏÕýÄÜÁ¿ Liveried Bay/Area - Bays or areas for use only by liveried ºÚÁÏÕýÄÜÁ¿ vehicles. These are clearly defined by road markings indicating ºÚÁÏÕýÄÜÁ¿ Vehicles.
  • Loading Bay/Area - Bays or areas for use only by Liveried ºÚÁÏÕýÄÜÁ¿ vehicles or those with a Temporary Loading Permit (in addition to a valid ºÚÁÏÕýÄÜÁ¿ Parking Permit). Unless otherwise allowed by the permit, the maximum duration of stay for these bays will be 5 minutes. These bays are clearly defined by road markings indicating loading – however non-ºÚÁÏÕýÄÜÁ¿  Liveried Vehicles must not use bays indicating ºÚÁÏÕýÄÜÁ¿ Vehicles.
  • Visitor Bays - Bays for use only by those displaying a valid Authorised Visitor Permit. These are clearly marked Visitor Permit Parking.
  • Reserved VCO Bay - Bay reserved for use by the Vice-Chancellor’s Office. This bay is clearly defined by road marking.
  • Nursery Bays - Bay reserved for use by those dropping off and collecting from the Nursery – these bays are subject to a maximum stay of 30 minutes. These are clearly defined by signs.
  • Motorcycle Bays - Bays reserved for use by motorcycle and scooters only. These are clearly defined by signs.
  • Short Stay Bay - Bay reserved for use by those dropping off or collecting heavy or bulky property from a University building – these bays are subject to a maximum stay of 20 minutes. These are clearly defined by signs.
  • Electric Charging Bay - Bays reserved for the charging of electric vehicles. These bays are clearly defined by signs.
  • Doctors Bay - Bay reserved for use by a medical Doctor displaying an appropriate permit.
  • Car Share Bay - Bays reserved for use by car sharers displaying a valid car share permit but only when car sharing with another member of their car sharing group. Use of these bays will be monitored. When signage indicates, these bays can be used as general parking bays after 11am if vacant.

10.1 Parking Enforcement operations within the Campuses are undertaken in accordance with the British Parking Association (BPA) code of practice. The University will use Automatic Number Plate Recognition (ANPR) to check vehicles parked on campus.

10.2 The University reserves the right for it, a member of Security (Security Officer), or its appointed Parking Enforcement Contractor to issue a notice for failure to comply with these Conditions (a Parking Charge Notice - PCN), or to take whatever lawful steps it sees fit to address any vehicle that is parked in contravention of the ºÚÁÏÕýÄÜÁ¿ Parking Terms and Conditions and/or is believed to be abandoned and/or is deemed to be causing obstruction, nuisance and/or danger.

10.3 Vehicles will be deemed to have infringed Parking Conditions if they are:

  • not parked in a designated parking bay (as shown on Parking Plans 1 to 9)
  • not parked in accordance with the post and rail system in the Newton Park, Newton Car Park (see Plan 7)
  • not displaying a valid Parking Permit appropriate to the type of bay or area in which the vehicle is parked (as above)
  • a vehicle owned or used by a student who is staying in University managed accommodation, unless they have a Disability Parking Permit
  • not displaying a Disability Permit or Visitor Permit and Blue Badge if parked within a Disability Bay (as above)
  • parked overnight without having notified Security, or complied with any requirement given by Security
  • parked on pedestrian crossing, zig-zag road markings, or in a hatched area, loading bay, or on a verge, footpath, access road, or any other area not designated for parking, either permanent (as shown on Parking Plans 1 to 9) or as may otherwise be permitted by the University on a temporary basis through clear signage or written instruction
  • parked causing obstruction to University property or other vehicles parked within a time restricted area for greater than the advertised time limit (e.g. for more than 30 mins in a Nursery drop off and collection bays)
  • parked in any area that at the absolute but reasonable discretion of the University is considered to be causing risk, nuisance, damage or danger to other users, the University or its property.

10.4 Any breach of these parking conditions leaves the driver of the vehicle liable to the
issue of a PCN by either a member of Security (Security Officer), or by a member of Staff permitted to issue PCNs, or by the Parking Enforcement Contractor.

10.5 The PCN gives the driver details of the breach and an opportunity to discharge the debt (the Parking Contravention Charge) by payment to the nominated Parking Enforcement Contractor.

10.6 A PCN may be issued by nominated University and Security staff, however, all follow up action including payment collection and appeal management, is dealt with by ºÚÁÏÕýÄÜÁ¿’s nominated Parking Enforcement Contractor, details of which can be found on the PCN.

10.7 A parking Contravention Charge of £70.00 will be levied against those parking on the Campus other than in accordance with the University’s terms and conditions, however this will be reduced by 50% if paid within fourteen calendar days of the notice being issued.

10.8 When infringements are considered to be of a serious nature including, but not restricted to, parking in a location that compromises the safety of others, and the non-payment of outstanding Parking Contravention Charges, the University reserves the right to address them by any actions lawfully available to it at that time.

10.9 Revenue received by the University from parking charges may be used to fund the University’s Parking Policies and other transport measures associated with the University, for example bus services. Any revenue received not used for this purpose will be transferred to the Student Experience Fund.

10.10 The University and its nominated Parking Enforcement Contractor reserve the right to contact the DVLA to obtain the registered keepers details of any vehicles parked on University property. Should the driver of a car issued with a PCN not be identifiable, then the Parking Charge Notice will be issued to the vehicle owner.

11.1 In the event of a dispute over the issue of a Parking Charge Notice, the driver has a right of appeal via the nominated Parking Enforcement Contractor; full details can be found on the Parking Charge Notice.

11.2 All appeals may be subject to consideration by the University at the request of the recipient.

11.3 If the driver is unhappy with the decision of the nominated Parking Enforcement Contractor, they can also appeal through , an independent appeals service provided by funding from the parking industry.
